THE GB MANDATORY CLASSIFICATION PROCESS
This process for generating new MCLs is similar to the one in place in the EU, with the HSE replacing ECHA as the Competent Authority (although there are actually two processes at ECHA which may give rise to a new Harmonised Classification, that is CoRAP and the CLH process).
However, GB-CLP also includes a review process for all EU Harmonised Classifications, to decide whether or not to adopt them into GB-CLP.
UPDATING EXISTING MCLS
This process is described here: https://www.hse.gov.uk/chemical-classification/gb-mcl-list.htm
THE CURRENT OFFICIAL GB MANDATORY CLASSIFICATION LIST
This is available on the HSE web page here, for download in excel format:
(it can also be downloaded from other MCL pages).
However, this spreadsheet includes the 14th and 15th ATPs as well as the current legal version, the 13th ATP, without any dates of implementation.
This is version 1.1, which has been updated slightly (published in July 2021) to take into account some errors which have been found. There is no date of application given in the relevant columns, but a new page has been included clarifying the dates of application.
CHANGES DUE TO BE IMPLEMENTED
None that we are aware of.
UNOFFICIAL VERSIONS OF GB-MCL
We have produced a version of the current GB official spreadsheet, with all of the implementation dates included: GB MCL to 15th ATP 01-03-2022 TTE v1.1 25-01-2021
We have also made our own individual versions for you, as an interim measure until the HSE can get their own versions produced:
CHANGES IN PIPELINE
- A total of 82 possible GB-MCLs have been brought into GB from EU legislation such as Plant Protection Products, Biocides etc.
- One of these is out for comment as a possible Harmonised Classification, see
- It’s possible that new EU HCs may be brought into GB MCL. There are currently (July 2021) no signs of this.
